1. Check that the traveler and purchase qualify
Visit Korea’s current guide covers non-residents who do not earn income in Korea. It lists foreign visitors staying up to six months and certain overseas Koreans staying up to three months after living abroad for at least two years. Employment, diplomatic, US military, corporate-name and agent purchases can fall outside the tourist scheme.
The goods must cost at least KRW 15,000 on one receipt, be exported within three months and remain unopened and unused. Cooked food, massages and other services that customs cannot visually verify are generally outside the ordinary goods refund. Accommodation has a separate limited scheme at participating special hotels, so do not apply the shop rules to every hotel bill.
- Confirm the store or branch displays a participating tax-refund service.
- Ask before paying; an ordinary card receipt alone is not enough.
- Keep the item, purchase receipt and refund document together.
2. Choose immediate or general refund at the shop
For an immediate refund, the store verifies eligibility from the passport and deducts the refundable tax before payment. The current official limits are at least KRW 15,000, less than KRW 1 million for one transaction and no more than KRW 5 million in total qualifying purchases during the trip.
If the store does not provide an immediate refund, pay the tax-inclusive price and obtain its refund voucher or registered refund record. A logo at another branch does not guarantee that this counter uses the same operator or process. Check the traveler name, passport details, purchase amount and refund method before leaving.
- Carry the original passport when the store requires passport verification.
- Do not confuse ‘duty free’ with ‘tax refund.’
- Keep records even after a downtown or immediate process until departure is complete.
3. Pack for a possible customs inspection
Keep qualifying goods unused and easy to show. Do not put every item and receipt at the bottom of a sealed suitcase before learning whether the kiosk requests inspection.
Separate purchases into carry-on and checked-baggage groups, subject to airline security and cabin-baggage rules. Liquids, oversized goods and restricted articles may have to be checked even though the refund process still requires access before the bag enters the baggage system.
- Match each voucher to its item before leaving the hotel.
- Allow extra airport time during busy departure periods.
- Use the procedure for the airport and terminal from which you actually leave Korea.
4. At Incheon Airport, start with check-in and the kiosk
For goods carried onto the flight, obtain the boarding pass, keep the goods and documents with you, then use a tax-refund kiosk in the departure hall. If the kiosk flags the purchase, present the passport, unopened goods and purchase confirmation at the customs desk for export clearance.
For eligible goods in checked baggage, tell the airline agent before handing over the suitcase. Have the bag tagged and returned for the refund step, use the kiosk, complete customs inspection if directed, and then place the cleared bag on the designated oversized-baggage conveyor beside customs. This sequence avoids losing access to an item customs asks to see.
- Do not join a customs line automatically if the kiosk approves the record.
- Do not surrender the relevant checked bag before the required clearance sequence.
- Ask airport staff when airline baggage handling and refund instructions appear to conflict.
5. Receive the refund and keep evidence
After approval, follow the kiosk or refund operator’s instructions for the available payout method. Incheon Airport lists service desks after security in both terminals and automated kiosks; locations, operating hours and supported payout methods can change.
A refund can be delayed or refused when the store did not issue valid documents, details are incomplete, the item has been used, the export deadline has passed or a requested item cannot be shown. Keep the approval record and receipts until the credit or cash refund is complete, then contact the refund operator named on the voucher rather than the retailer generally.
- Check the refund currency and card-processing implications before accepting a method.
- Photograph documents as a backup without discarding the originals.
- Re-check the official airport page shortly before departure.
